As new member I'mkeen not to break the rules so I was wondering if it is OK to post about really good service from a dealer mentioning their name or would it break the following rule 1.13 Advertise or promote commercial products or services (this will be considered as spam)
I would appreciate you guidence

That's absolutely fine.
That rule is only there to prevent manufacturers/business' promoting their own products or services.
