Solved, the wiring for the 4th injector was broken. However that's happened is beyond me, maybe the harness was just too tight.

The rear spring/shock set up is not original.  He said he adjusted it down.  Everything under the shock is original i.e. dog bone and triangle bracket.

The seat rear was already lowered.  Confirmed by owners handbook photo.

After riding the vfr with triple grips lowered by 12mm (and rear suspension lowered by 25-30mm), I think I will move them up to 5mm of shock protruding.  The steering still feels a bit twitchy.  It still wants to lean a lot.  And I dont notice the handle bars being high at all, which surprises me.
Shorter trail sharper cornering like dirt bikes with longer swing arm I guess. longer swing arm better stability for trail and sand, shorter more responsive for tight single trail.

I cant for some reason upload a pic without the seat, probably user error.

Ive now had a suspension shop lower the back shock (needed service anyway) to lower the rear 25mm, and they moved the front shocks up the triple grips by 23mm to lower the front.  The steering was a bit twitchy for me, so adjusted the front so it was only 12mm lower at the front.  The bike feels much better to ride around town now, and is probably transformed from an adventure tourer to a sport tourer.
